<p>A couple of days before last weeks holiday a water main broke on about 5th and Broadwater and there has been a nice swerve over detour set up.  On my way back from lunch I noticed the detour cones were gone and the hole was filled in. Water must be running good now.  That takes care of part of our Billings road construction.  Now there is a bottleneck in downtown Billings on Montana Avenue and 31st street as well as the on-going work over by the Chamber of Commerce.  The work on Montana Avenue will be going on until about</p>
